Designer Desk permissions

The window allows you to specify user privileges to create and publish prototypes in WEBCON Designer Desk.
Licensed users hold all privileges by default.
User privileges can be edited via public API, and in WEBCONAPPS-SaaS installation also by editing users in the administration panel.
The window also indicates the number of available and used Designer Desk Access licenses.
